Bits & Pieces Lokpal Bill Can't Tackle Corruption

The India Government is introducing its bits and pieces Lokpal Bill in the Parliament tomorrow. The Bill looks dead even before it is introduced. Not because the civil society led by Anna Hazare has condemned it as a cruel joke on India's largely poor and uneducated masses who voted the UPA Government to power 3 years ago. It is dead because it is a toothless bill leaving out a large section of the people in the decision tree including the first mile and the last mile players.







How can you root out corruption when you don't even cover the decision tree of the administrative machinery, leave out the lower rung of officers in the process chain as well as the top dog...the Indian Prime Minister? This when the Indian Prime Minister Manmohan Singh expressed his willingness to be within the Lokpal ambit. The cabinet which operates under the direction of party president Sonia Gandhi would however have none of it. Why did the Congress want the PM outside the Lokpal ambit ?

My risk management article in Economic Times India's largest Business paper analyses the reason why Congress considers Lokpal a threat. Needless to say that the Government is not serious about the Bill and this Bills presentation in the parliament scheduled tomorrow  is some sort of appeasement to the masses as the issue has become a hot spot in Indian politics.
